Elizabeth Mahoney
VP of Policy & Government Affairs, Massachusetts High Technology Council (MHTC)
Elizabeth Mahoney is the Massachusetts High Technology Council’s Vice President of Policy and Government Affairs. She is responsible for the development and execution of the Council’s public policy agenda dedicated to advancing the solutions necessary to sustain Massachusetts’ leadership as a state with a strong and multi-faceted innovation economy and a highly skilled—and mobile—workforce.
Prior to joining the Council, Elizabeth worked in the Office of Governor Charlie Baker, as a Deputy Chief of Staff and the Policy Director, and then as Senior Advisor to the Governor. For eight years, Elizabeth managed the development and implementation of the Governor’s policy agenda, working collaboratively with internal and external stakeholders, including business groups and advocacy organizations. She helped to draft and pass major legislative initiatives, such as nation-leading legislation addressing the opioid epidemic, zoning reforms to increase housing production, bond bills supporting economic development and infrastructure, and education finance reform. Elizabeth also played a leadership role in the administration’s response to the COVID-19 pandemic, including helping to oversee the emergency shutdown and reopening of the state’s economy.
Before working in the Governor’s Office, Elizabeth worked for multiple political campaigns and organizations, including Charlie Baker’s and Kerry Healey’s campaigns for governor and Mitt Romney’s 2008 campaign for president.
In addition to MassINC, Elizabeth serves on the board of directors of Samaritans. Elizabeth graduated from Harvard College and resides in Arlington, Massachusetts.
