Julian is MassINC’s Senior Research Associate for Education and Workforce. He uses his expertise in quantitative statistical methods to examine how public policy shapes education and workforce outcomes in Massachusetts.
Prior to joining MassINC, Julian worked in the Oakland Mayor’s Office on the Oakland Promise, a cradle-to-career policy initiative that aimed to drastically increase the number of college graduates from Oakland. Before that, he worked as a 5th grade educator in Denver, Colorado and as an instructional coach for novice teachers in rural North Carolina.
Julian completed his undergraduate degree at the University of North Carolina at Chapel Hill, and he has a master’s degree in public policy from the University of California – Berkeley. He is currently finishing his doctoral program at Harvard, where he investigates the impact of community college pathway programs on college access and completion. He and his family reside in Cambridge.
